with Akiyama, you can interact with the residents of the Kamuro District, and if you do this enough and become known and liked by them, they'll lend you a helping hand in battle. You can have battles with stuff in them like a ramen shop owner throwing a metal delivery box your way, and then you can kick it into an enemy's head--things like that.
Or, for Saejima, the escaped convict, if you're spotted by the cops patrolling the area, you'll get into a Chase Battle without a word. In addition to being able to move around town in a way that avoids detection from the cops, you'll also need to master the art of running away.
As for Tanimura, the cop, who's also trying to find Saejima, he can get reports over the police radio through the wireless receiver on his ear. You can catch a bit of info about events going on in Kamuro and race over to the scene. Solve the problems on scene and help settle the matter.
